كشف دليل تراخيص الاستيراد الجديد، الذي اعتمده وزير التجارة الدكتور ماجد القصبي، السماح للأفراد باستيراد 100 رأس من الأغنام والماعز، أو 15 رأساً من الأبقار، أو 15 رأساً من الإبل، كل 6 أشهر، بدلاً من المدة السنوية الواردة في الضوابط المنشورة سابقاً.
وبحسب الدليل، الذي اطلعت «عكاظ» عليه، يشترط لاستيراد المواشي تقديم طلب إذن الاستيراد قبل الشحن بـ15 يوماً، فيما تبلغ صلاحية الإذن 60 يوماً من تاريخ صدوره، ويقتصر الاستيراد على الدول المسموح بها، مع دخول الإرسالية عبر المنفذ المحدد في الإذن.
وألزم الدليل المستورد بإثبات وجود مكان مناسب لإيواء الحيوانات الحية، بموجب صك ملكية أو عقد إيجار، مع توفير المعالف والمشارب، وحوض لتغطيس السيارات عند مدخل المزرعة أو وسيلة للرش اليدوي، إضافة إلى مساحات مظللة بالحظائر لا تقل عن 20% من مساحتها الكلية.
ونصت الضوابط على ألا تتجاوز أعداد المواشي أثناء الشحن والنقل 80% من الطاقة الاستيعابية لوسيلة النقل، مع توفير كميات كافية من المياه والطعام خلال مراحل الشحن والنقل والحجر.
ومنح الدليل وزارة البيئة والمياه والزراعة صلاحية تحديد الكمية أو العدد الوارد في إذن الاستيراد وفق الطاقة الاستيعابية لمنفذ الدخول، وتحديد موعد وصول الإرسالية وجدولة المواعيد وفق الطاقة الاستيعابية للمحاجر، إلى جانب إلغاء أذونات الاستيراد من الدول بحسب وضعها الوبائي.
وتتم طلبات استيراد المواشي عبر منصة «نما»، على ألا تتجاوز مدة معالجة الطلب 7 أيام عمل، فيما يحق لمن يُرفض طلبه الاستفسار عن أسباب الرفض والتظلم أمام الوزارة خلال 15 يوماً من تاريخ إبلاغه بالقرار.
وكانت الضوابط المنشورة سابقاً على موقع وزارة البيئة والمياه والزراعة تتيح للأفراد استيراد 100 رأس من الأغنام والماعز، أو 15 من الأبقار، أو 15 من الإبل خلال السنة الواحدة، في حين حدد الدليل الجديد الاستيراد بالكميات ذاتها كل 6 أشهر.
ويأتي ذلك ضمن دليل تراخيص الاستيراد الجديد الذي يحل محل الدليل الصادر عام 1441هـ وتعديلاته، على أن يبدأ العمل به بعد مضي 30 يوماً من تاريخ نشره في الجريدة الرسمية.
The new import licensing guide, approved by the Minister of Commerce Dr. Majid Al-Qasabi, allows individuals to import 100 heads of sheep and goats, or 15 heads of cattle, or 15 heads of camels, every 6 months, instead of the annual period stated in the previously published regulations.
According to the guide, which “Okaz” has reviewed, it is required to submit an import permit application 15 days before shipping, while the permit is valid for 60 days from the date of issuance. Importation is limited to allowed countries, with the shipment entering through the designated port specified in the permit.
The guide requires the importer to prove the existence of a suitable place to house live animals, through a title deed or lease agreement, along with providing feed and water troughs, and a dipping tank for vehicles at the entrance of the farm or a means for manual spraying, in addition to shaded areas in the pens that are no less than 20% of the total area.
The regulations stipulate that the number of livestock during loading and transport should not exceed 80% of the transportation capacity, with sufficient quantities of water and food provided during the stages of loading, transport, and quarantine.
The guide grants the Ministry of Environment, Water, and Agriculture the authority to determine the quantity or number stated in the import permit according to the capacity of the entry point, set the arrival date of the shipment, and schedule appointments based on the capacity of the quarantine facilities, in addition to canceling import permits from countries based on their epidemiological status.
Requests for livestock importation are made through the “Nama” platform, with a processing time not exceeding 7 working days. Those whose applications are rejected have the right to inquire about the reasons for the rejection and to appeal to the ministry within 15 days of being notified of the decision.
The previously published regulations on the Ministry of Environment, Water, and Agriculture’s website allowed individuals to import 100 heads of sheep and goats, or 15 heads of cattle, or 15 heads of camels within one year, while the new guide specifies the same quantities for import every 6 months.
This comes as part of the new import licensing guide that replaces the guide issued in 1441 AH and its amendments, with implementation set to begin 30 days after its publication in the official gazette.
